Nexus 7 Font Fallback Issues - Why?

I'm having a serious headache with my Nexus 7. In portrait mode the device
uses my chosen Google font for my main navigation, IF it's set to 1.2em or
above. Anything below 1.3em and it falls back to Times (in the font
stack). Why does it have this behaviour? I've searched a lot on Google and
implemented anything I've found which may fix the issue including;
Making sure my meta viewport tag has an initial-scale=1.0, which I had anyway
Using -webkit-text-size-adjust:100%;
What's even more irritating, is the device sometimes renders the correct
font in portrait mode, and the fallback font in landscape mode. My Nexus 4
is totally fine, as it my other equipment. I've had so many issues with
the Nexus 7 and responsive design, it's a right pain...it doesn't render
1px borders properly either, and when two 1px borders meet the size it
rarely correct. Does anyone have any idea why?
I would like to share the link, but a) it's local and b) it's client work
I can't disclose. I'm hoping someone with a Nexus 7 might know what's up
here.
